European Gambling Policy Conference set for June 28 2025

All things gambling will be the focus of the European Gambling Policy Conference 2025 to take place in Brussels, Belgium, in late June. Attendees, including chief policy makers, stakeholders and national regulators, will enjoy the elegant surroundings near the Grand Place and the 5 star luxuriousness of the Sofitel Europe Brussels hotel, which is to host the event.

Much of the discussion is sure to centre on recent gambling industry news, some of which has made the headlines recently. One area on everyone's mind is gaming revenue. The European Union's Gross Gaming Revenue (GGR) totaled about €82 billion in 2025, which included over €6 billion in online GGR. As of 2025, this last amount is expected to double.

This large expected growth generates significant debate in the industry, as do regulations and policy. The April 24th publication of the European Commission's Green Paper on the topic of online gaming stated that setting policy is a major desire of the Commission. While the industry has growing significance both economically and in terms of cross border activity, currently there is no broad legislation across the EU in regards to the industry. The conference aims to look at the Internal Market and ascertain if so many regulatory bodies and models can work together to create a harmonised regulatory framework across the EU.

The main purpose of the European Commission's Green Paper was "to launch an extensive public consultation on all relevant public policy challenges and possible Internal Market issues resulting from the rapid development of both licit and unauthorized online gambling offers directed at citizens in the European Union"

The June conference will also explore the challenges—including fraud and other criminal activity—that faces the gambling industries, both online and offline. Other issues, such as consumer protection, gambling's integrity and the impact of gambling, will also be debated.
